Prevent counter-terrorism training

The Prevent strategy is part of the government counter-terrorism strategy (CONTEST). Prevent aims to reduce the threat to the UK from terrorism by stopping people becoming terrorists or supporting terrorism.


'Prevent' is a statutory duty for all of our staff, no matter what your role is. This means that you should have some form of Prevent training so that you:

  • know what Prevent is
  • are able to spot the signs that someone is being radicalised
  • are able to share our concerns, so individuals can be safeguarded

All staff should complete one form of Prevent training every 2 years, as part of the Prevent and WRAP (Workshop to Raise Awareness of Prevent) Certification pathway within Derbyshire Learning Online, in a similar way to how all staff complete Information Governance training.

Prevent courses

There are 3 main course options to choose from and training must be renewed every 2 years. These courses are available via Derbyshire Learning Online (DLO) and are grouped into a 'certification pathway'. A briefing is also available for staff who can't access Derbyshire Learning Online.

You only need to complete one of the following options, to be compliant:

  1. Prevent (counter-terrorism) e-learning can be accessed by most front-line and non-front-line staff. It is useful for people who find it hard to access webinars or classroom training, or those who do not require a webinar or classroom training session. The e-learning module takes about an hour to complete. You may also prefer to choose this option when you re-certificate after 2 years.

  2. Prevent (counter-terrorism) webinar which can be accessed by most front-line and non-front-line staff. It is ideal for people who regularly work with adults or children as part of their role. Staff can opt to attend a live interactive webinar (1.5 hours) or to watch a pre-recorded webinar (approximately 1 hour). You may also prefer to choose this option when you re-certificate after 2 years.

  3. The half-day workshop to raise awareness of Prevent (WRAP) - this classroom-based training can be accessed by front-line workers, who would like a more in-depth training session, for example those who regularly work with adults or children as part of their role. If you find it difficult to access classroom training, you can choose the webinar or e-learning options already described. (Please note that classroom training is currently suspended due to COVID-19)

  4. The Prevent briefing (Toolbox talk) is only for staff who cannot access the Prevent e-learning, webinars or classroom training and who usually access their mandatory training in this way. Only managers and DLO administrators have access to the briefing to share with staff who can't access the training in any other way.

If you've already completed one of the courses within the last 2 years you only need to 're-certificate' when your certification window opens within Derbyshire Learning Online.

If you've never completed any of the courses, or it has been longer than 2 years you should aim to complete one option within 6 months of your certification window opening.

Which course to complete

Adult social care and health or children's services

If you work for adult social care and health or children's services (not schools) and are a frontline worker supporting members of the public you should complete a webinar where possible. A live Prevent (counter-terrorism) webinar will give you chance to ask questions and gain more knowledge, but you could access the pre-recorded Prevent (counter-terrorism) webinar or Prevent (counter-terrorism) e-learning if you prefer.

When classroom WRAP training becomes available again, this would also be a good option for you. You only need to complete one option every 2 years to be compliant.

Non-frontline staff should complete either the pre-recorded Prevent (counter-terrorism) webinar or Prevent (counter-terrorism) e-learning as you can complete these at any time. You only need to complete one option every 2 years to be compliant.

For staff without access to IT equipment the Prevent Briefing (Toolbox Talk) may be your best option if you can't access the internet and log into your Derbyshire Learning Online account. Your manager or administrator will need to arrange this for you. They can contact communitysafety.training@derbyshire.gov.uk for more information.

Economy, transport and environment or corporate services and transformation

If you work for economy, transport and environment or corporate services and transformation the best options for you are generally the pre-recorded Prevent (counter-terrorism) webinar or the Prevent (counter-terrorism) e-learning as you can complete these at any time. You only need to complete one option every 2 years to be compliant.

If your role involves regular direct work with children or adults in the community, you may prefer to sign up to a live Prevent (counter-terrorism) webinar or classroom-based WRAP training (when it becomes available), as these options will give you chance to ask questions and gain more knowledge. Again, you only need to complete one option every 2 years to be compliant.

Elected members

Elected members will have contact with people in the local community, you may prefer to attend a live Prevent (counter-terrorism) Webinar as this option will give you chance to ask questions and gain more knowledge. However, you could access the pre-recorded Prevent (counter-terrorism) webinar or Prevent (counter-terrorism) e-learning if you prefer, as these courses can be accessed at any time. When classroom WRAP training becomes available again, this would also be a good option for you. You only need to complete one option every 2 years to be compliant.

School staff

In Schools, heads, deputy heads, designated safeguarding leads and key pastoral staff should complete a live Prevent (counter-terrorism) webinar which will give you chance to ask questions and gain more knowledge, but you could access the pre-recorded Prevent (counter-terrorism) webinar or Prevent (counter-terrorism) e-learning if you prefer. When classroom WRAP training becomes available again, this would also be a good option for you. You only need to complete one option every 2 years to be compliant.

Other teaching staff, support staff and school governors (school governors usually require a registration key to be able to access Derbyshire Learning Online) should complete either the pre-recorded Prevent (counter-terrorism) webinar or Prevent (counter-terrorism) e-learning as you can complete these at any time. You only need to complete one option every 2 years to be compliant.

For staff without access to IT equipment the Prevent briefing (Toolbox Talk) may be your best option if you can't access the internet and log into your Derbyshire Learning Online account. Your manager or administrator will need to arrange this for you. They can email  communitysafety.training@derbyshire.gov.uk for more information.

Re-certification

You need to complete one of the courses listed every 2 years to remain compliant. Choose the option most relevant to your job role and circumstances. For example, if you completed the live Prevent (counter-terrorism) webinar on 18 November 2020, you would need to have completed one of the options on this page by 18 November 2022. You may prefer to choose the pre-recorded webinar or the e-learning option when you re-certificate.

You can only re-certificate when your 'certification window' is open – this is typically 6 months before the due date. If you complete the course again outside this timeframe, your completion will not count towards compliance.

How to access the courses and check if your 'certification window' is open

The Prevent (Counter-Terrorism) webinars and eLearning are available via Derbyshire Learning Online and are 'self-service', meaning you can book onto them directly, without asking a manager or administrator to do it for you.

You can access Derbyshire Learning Online using the T for Training icon on your desktop. Log-in using your primary SAP payroll number as your username and your saved password. If you have never logged in before, your temporary password is usually Welcome1. If you have problems logging in to your account email dlo@derbyshire.gov.uk

Once you have logged in

  1. Choose 'My learning' from the menu - this will take you to your current learning page.

  2. Scroll down the list of courses and certifications showing on that page and choose 'Prevent and WRAP Certification Pathway'.

  3. Check to see if your recertification window is open and when you need to complete your course by. It should tell you at the top of the page.

  4. If your recertification window is open, scroll further down the page until you can see the course options. Do not complete any courses if the window is not open.

  5. Choose 'launch course' to open the Prevent (counter-terrorism) e-learning, the Prevent (counter-terrorism) webinar or, when available, the Workshop to Raise Awareness of Prevent (WRAP).

  6. When you are on the relevant course page either complete the e-learning, sign up to a live webinar date or watch the pre-recorded webinar (which can be found at the end of the webinar course page).

  7. Complete all the required components of that course and then the course will be marked as complete and will also complete your certification.

WRAP classroom training is currently suspended due to COVID-19. We'll let you know when classroom training resumes.

The Prevent briefing (Toolbox Talk) is only available for staff who can't access courses via the internet and who don't have access to Derbyshire Learning Online. Managers and DLO administrators can access these briefings in Word, PowerPoint (which managers can deliver) and a pre-recorded version which staff can watch or listen to. Managers should ensure that completion is recorded on the Prevent briefing register and is emailed to their departmental DLO administrator so it can be logged against the individual's training record. Managers requiring access to the Prevent briefing (Toolbox Talk) should email communitysafety.training@derbyshire.gov.uk

Information for managers

As a manager you may need to check your team members have completed their training. Like with information governance training, you can check on Derbyshire Learning Online to see if your staff are compliant.

Once you have logged in:

  1. Choose 'direct reports' and then choose 'certifications' in the menu.

  2. In the 'certification name' field, select 'contains' then type 'Prevent and WRAP'.

  3. Scroll down to the red, amber, green status fields and remove all the ticks then choose 'search'. Scroll down until you can see the names of your staff members and each of them will have their own status:

  • green - fully compliant, including a date when their certification window opens
  • amber - their certification window is now open - they should complete their training before the date shown on screen
  • red - they are not compliant and must complete their training as soon as possible

They can also check for themselves by logging in to their account and visiting their 'my learning' section, as detailed earlier on this page.
