Amendments to our constitution

Amendments agreed at February’s Full Council meeting have been made to our constitution which you may need to be aware of.


At the meeting, we approved amendments to the Improvement & Scrutiny Arrangements (Article 8) and Improvement & Scrutiny Procedure Rules (Appendix 5).

One of the amendments relates to a change in the procedures for questions at Scrutiny Committee Call-in meetings.

Previously overview and scrutiny committees had the power to make a referral to the Secretary of State to intervene in reconfiguration of NHS services. However following government guidance, this power of referral has been removed.

Instead of the referral power, overview and scrutiny committees can write to request (via a call-in request form) that the Secretary of State considers calling in the proposal.

This and other amendments have now been updated.
