Constitutional changes

Some updates and additions have been made to our constitution that you may need to be aware of.

We have added the terms of reference for the Derbyshire County Council Trading Committee and have also updated the terms of reference for the Derbyshire Pension Board.

And, following the appointment of the Digital Director, we have removed 'ICT' references from the Director of Finance designation.
