County Hall redevelopment plans move forward

Plans to transform County Hall have reached an important milestone, with potential development partners now shortlisted to help deliver the £130 million redevelopment.


We want to secure the long-term future of the building, also known as Smedley’s Hydro, and create a mixed-use development that supports jobs, homes, businesses and the wider community in Derbyshire. 

In May, we announced the launch of the competitive procurement process to find a development partner to deliver the regeneration of the site.  

The project has now moved into its next phase. We’ve drawn up a preferred shortlist of developers with strong, proven track records of success in heritage redevelopment projects. 

Once a development partner has been appointed, we will retain ownership of the site and oversight of the scheme. This will help us to ensure quality, accountability and stewardship of this important historic asset. 

The project is forecast to add £66 million to the Matlock economy and £145 million across Derbyshire. The development partner will use their ability to access private sector investment and other sources to fund the project, which is expected to create around 100 permanent jobs, more than 800 construction roles, and apprenticeships in hospitality, construction and heritage skills.   

As our headquarters, the building faces significant maintenance pressures and high running costs. The redevelopment will celebrate County Hall’s history and return it to its original role as a place for wellbeing, leisure and community life. 

It will provide high-quality hotel accommodation, event spaces, new homes and new workspace aimed at supporting the growth of local businesses. This will be delivered alongside the restoration of the Winter Gardens, which will reopen for public enjoyment.  

For us, it would mean moving away from outdated accommodation to a new civic office, providing us with modern offices with better technology and lower running costs. 

The planning application is due to be considered by Derbyshire Dales District Council in the coming months.  

A final decision on the preferred partner is expected to be announced in early 2027.
