LGR - getting ready for day one

Last month we received the decision from the government on what local government reorganisation (LGR) will look like in Derbyshire. 

Throughout August, we’ll be sharing a mini-series of LGR articles. The articles will explain what is happening between now and April 2028, when the new councils are created, what this means for colleagues and residents, and how the work taking place is helping to build the foundations for the new councils.

This week we’re looking at what is happening between now and vesting day. 


Understanding the priorities

One of the most important parts of LGR planning is being clear about what must be ready for vesting day, what can be managed through transition and what will form part of longer-term transformation.

Colleagues from all 10 councils have been working together to build a clear understanding of current services, systems, contracts, policies and ways of working. That foundation is now helping shape the next stage of planning: identifying what must be ready for vesting day in April 2028 and where efforts need to be focused first.

What needs to be ready for day one?

Creating two new councils is a huge job. Not everything can, or should, be completed by day one. The immediate priority is making sure the new councils can operate safely, legally and effectively from the start. That means focusing on the essentials that residents, colleagues, partners and services will need from day one.

A useful way to think about this is like packing up and moving to a new house. Some things need to be ready and easy to find on the first day, some can stay safely packed for a little longer, and some decisions about how the new home works will come once people have settled in. LGR is similar: the focus is on knowing what is essential for day one, what can move across safely, and what can be improved over time.

What this means for colleagues

Change on this scale brings uncertainty. Colleagues will understandably want to know what LGR means for their service, their role and the way they work. Some answers will become clearer as plans develop, but understanding the potential impact on colleagues needs to be part of the work from the start.

Everyone will want to know how this personally affects their role. Some parts of the future organisation will need to be decided earlier than others. Current planning indicates that shadow councils are expected from May 2027, with key leadership, governance arrangements and senior appointments being taken forward during the shadow period so the new councils are ready for vesting day in April 2028. This means some senior roles and structures are likely to be clarified more quickly, while the detail for many other roles will take longer to work through as operating models, service plans and staffing allocations are developed.

Building the foundations for the future

The task now is to build on the work already done, identify any remaining gaps, understand what decisions are needed and prioritise the changes that must happen before vesting day. Vesting day is a major milestone, but it is not the end of the journey. The work we do now will help create the foundations for the new councils and the longer-term transformation that follows.
