Modernising procurement: Key changes you need to know

We’re making important improvements to how we manage procurement. These changes will make processes clearer, faster, and aligned with new legislation –helping us deliver better value for residents.

Key changes:
- Introduction of consultancy spend board: A new board will oversee consultancy spending to ensure transparency and value for money.
- Removal of outdated protocols and business cases: We’re simplifying processes by removing unnecessary steps, making procurement faster and easier.
- Value-based procurement procedures: Procurement decisions will now be guided by contract value, ensuring proportional effort and compliance.
- Clear contract valuation process: A standard approach to valuing contracts will improve consistency and accountability.
- Procurement waivers: New waiver options will provide flexibility where appropriate, while maintaining governance.
- Clarity on governance, roles and responsibilities: Everyone will know their role in the process, reducing ambiguity and improving accountability
