Modernising procurement

The procurement team is modernising how we procure goods, projects and services through a full rewrite of the Standing Orders


Standing Orders are the set of rules that govern how we spend public money. Following approval at Full Council last week the new Standing Orders are live.

The changes bring clearer governance, efficient processes and improved support to help us work smarter, save money and improve service while meeting legal requirements.

What's changing?

  • Embedding a 'One Council' approach so everyone follows the same standards.
  • Clearer roles and processes to remove confusion – no protocols or business cases.
  • A new contract management framework.
  • Spending that is compliant, commercial, and delivers value for money.
  • Alignment with the Procurement Act 2023 and new regulations.

Why it matters

These improvements will make procurement more consistent, efficient, and accountable across all departments – helping us deliver better services for Derbyshire residents.
