New finance structure is implemented

A review of our financial structures has taken place during the last 12 months following a period of extensive engagement and consultation with finance colleagues and other key stakeholders.

From 5 July 2021, we will implement a new structure that brings together all finance staff under the management of the Director of Finance and ICT.  All our financial activities will operate within the Commissioning, Communities and Policy Department.  The benefits of the revised structure will ensure sharing of best practice, a joined-up approach and flexibility of resources.   

To support the move to new ways of working we will look at simplifying and standardising our processes, procedures and ways of working, as well as sharing specialist skills and experience to provide a flexible response across key services.  

In summary:

  • all of our accountancy teams will operate as one team supporting departments with advice on a range of accountancy and finance matters.  We will adopt a business partnering approach with each department allocated a senior finance business partner and 2 finance business partners, supported by a number of finance officers. 
  • fostering and childcare finance will align with exchequer and client financial services to carry out a range of financial transactions and activities to support Derbyshire residents.
  • all our insurance functions will be brought together in the risk and insurance section which will now sit alongside audit services.

Our revised structures will build on our strong financial management recognised by both the external auditor and the corporate peer review undertaken in 2018 by ensuring consistent working practices, improved communications and workflow, and provides flexibility to meet increased demands and pressures at different times of the financial cycle. 

Alongside the revised operating model, the council is upgrading its finance, procurement and HR system (SAP) which will enhance our financial reporting and will support our move to a finance business partnering approach.  We will continue to work closely with services in providing the accountancy support they require as we transition to the business partnering approach.
