Update on Local Government Services pay offer and Chief Officers pay agreement

Last month we said we would update you once the trade union ballots for Local Government Service employees had concluded.


All 3 ballots have now ended and while GMB have accepted the employer's offer, both Unite and Unison have rejected the offer.

Unite and Unison have announced they will ballot for industrial action.

Unite's ballot will run from 27 August to 15 October 2024 and Unison's ballot will run from 4 September to 17 October 2024.

In response to Unison's announcement to ballot for industrial action, the National Employers have responded saying they are:

"very disappointed that employees are facing another lengthy delay in receiving their pay award because of Unison's decision to conduct a strike ballot that won't even get underway until 4 September. We urge Unison to think again and instead join with GMB in accepting the full and final pay offer."

We will update you again once the results of the ballots are confirmed, however this now means the earliest any pay increase could be paid for 2024 to 2025 would be November 2024.

As a reminder, the National Employers which represents local government employers including Derbyshire County Council, made full and final pay offers to all bargaining groups covered by the National Joint Committee. This affects colleagues as follows:

  • colleagues on grades 1 to 13: an increase of £1,290 (pro rata for part time employees)
  • colleagues on grades 14 to 16: an increase of 2.5%
  • an increase of 2.5% on all flat rate allowances

Chief officers' pay

Agreement has been reached on the pay award for chief officers with the Joint Negotiating Committee (JNC). With effect from 1 April 2024 salaries will increase as follows:

  • colleagues on grades 17 to 20 - an increase of 2.5%

Employees on chief officer grades will receive their increase and a backdated amount in their August pay.
