Programme information
As part of the Enterprising Council programme we are looking at the way we deliver improvements across the council. From the work we have done so far, we have identified that we need a single and joined-up One Council approach to transformation and change that is understood by everyone.
At the moment we have many initiatives happening across the organisation which seek to improve and change how we work but no single approach and vision, and we need that to ensure we are as effective as we can be and delivering value for our residents.

Modern Ways of Working project
The MWOW project is another work stream of the Enterprising Council programme so the 2 projects are linked. It's all about improving the way we work, and developing a strategic cross council approach to transformation which forms a One Council view, as well as ensuring the organisation has the capacity and necessary expertise to deliver change at pace. Better Lives programme in adult care, Achieving great futures in children's services and Channel Shift programme
The aim of this project is to develop a single, joined-up approach to transformation and change across the council that helps us to meet our vision and goals. It will take into account any work that is already taking place and provide us with a clear picture of what is happening in all parts of the organisation.
The Better Lives programme is well underway and will continue. We are making sure that the Enterprising Council work complements it and doesn't duplicate or conflict with that programme. Channel shift is also well into delivery and is part of the wider Enterprising Council approach. All of this work will help to inform how we organise ourselves to deliver change now and in the future.
Staff survey information
Purpose
This survey is designed to help us understand how different activities are currently delivered across the council. It will give us a broad picture of the activities that people undertake as part of their day-to-day work and how we all spend our time.
Once we have this information, we will be able to review how we deliver change and transformation across the council and look at how we direct resources to deliver the council's vision.
We would really like all employees to complete the survey so we can get an accurate picture of our activities. If we have any gaps it could skew the data so please complete it – it should take no more than 10 minutes.
My job has changed
If your job has changed during the COVID-19 pandemic you can base your response on what you are doing now, even if that is different from the work you were doing before the pandemic.
A number of individuals and teams have been redeployed or are doing new duties as part of the pandemic response. This will be taken into account when the data is reviewed, so please complete the survey based on your current work.
Time spent on specific activities
Identifying time spent on specific activities will enable us to see whether there are opportunities for doing things differently. We want to know this so we can think about how to be more efficient and effective. It's not about looking at individuals but bringing all the information together to see the bigger picture of where we collectively spend our time.
How we will use the information
The information will be analysed by PwC to look at opportunities to improve the way we work, making us more efficient and effective and ensuring we make the best use of resources, identify the activities where we need to be more joined-up, where we have gaps and whether we need additional or different resources. It isn't about gathering information in order to restructure our services, but it will provide invaluable, accurate information on which to base future decisions about how to deliver for our residents.
The questionnaire will be linked to your email address but no personal data will be requested. It will be held in a cloud-based system within PwC's systems whilst we are working with them.
Your manager will not have access to this information. The information will go to PwC who will then provide a summary back to the council. Managers may get high level, anonymised data about how their teams spend their time but no information about individuals will be shared with managers.
Services already going through a review
This survey will give us a council-wide picture of the things people spend their time on. Individual reviews go into a lot of detail about a particular service whereas this will enable us to see the wider situation and take a One Council approach, so we need to do both.
