The Grade II listed building has served as the headquarters of Derbyshire County Council for many years and is an important part of both our history and the town's heritage, but it's no longer fit for purpose in its current function as a civic building.
We're working to secure a long-term future for the building through redevelopment, helping preserve its historic features while bringing it back into active use for future generations.
Our plans to restore and repurpose the historic buildings will deliver a range of new uses, which will support our local businesses and open up the buildings for the benefit of the community and the local economy.

History of Smedley's Hydro
Originally opened as a hydropathic establishment in 1853 by John Smedley, Smedley's Hydro became a well-known destination for health and wellness visitors to Matlock. Over time it evolved into a significant local landmark and in the 1950s became Derbyshire County Council's headquarters.
Today, Smedley's Hydro remains one of our most important assets and a prominent feature of the Matlock skyline. Its historic and architectural significance has earned it Grade II listed status.
As the council prepares for the future, work is underway to ensure the building can continue to make a positive contribution to Derbyshire for many years to come.
Plans for the future
Proposals to redevelop County Hall include:
- the restoration and reuse of County Hall (Smedley's Hydro) as a vibrant mixed-use destination
- a new hotel and events venue in the restored south block and Winter Gardens, creating jobs and attracting visitors.
- a new purpose-built modern office building
- conversion of the north block and adjacent land into new homes, providing high-quality housing options for local people and supporting Matlock's housing need
- flexible workspaces for small businesses and start-ups, helping local enterprises grow
- community and cultural spaces for events, weddings and local celebrations
- restoration of the gardens and improved access including new pedestrian links, a mobility hub and a shuttle connection to the town centre
We're currently exploring options with development partners, with the aim of creating a high-quality, heritage-led scheme that supports tourism, investment and economic growth in Matlock and Derbyshire while also protecting the building's historic character.

For us, it would mean moving away from outdated accommodation to a new civic office, providing us with modern offices with better technology and lower running costs.

Project timeline
Early 2025 - community engagement activities gather feedback and local stories about the building.
May 2026 - launch of the competitive procurement process to find a development partner to deliver the regeneration of the site.
August 2026 - potential development partners shortlisted.
September 2026 - planning permission approved by Derbyshire Dales District Council.
Early 2027 (planned) - appointment of a development partner.
